Anonymization and Data Privacy

Implement PII masking and data minimization practices in the identity layer.

In this lesson, you will learn how to implement PII (Personally Identifiable Information) masking and data minimization directly within your identity layer to ensure you only handle the data necessary for a specific operation.

The Principle of Least Exposure

In systems handling sensitive data, a common mistake is "over-claiming"—requesting or returning a full User object when only a UserId or a localized display name is required. Data minimization dictates that we should filter or mask sensitive PII before it leaves the identity provider or reaches the application layer.

Implementing PII Masking

We can enforce data privacy by creating a "Privacy-Aware" claims transformation. Instead of passing raw data like a full email address or social security number in a JWT, we transform those claims into masked versions if the consumer does not have explicit authorization to see the original.

Consider this example of masking an email address within a custom IClaimsTransformation implementation:

public class PiiMaskingTransformation : IClaimsTransformation
{
    public Task<ClaimsPrincipal> TransformAsync(ClaimsPrincipal principal)
    {
        var identity = (ClaimsIdentity)principal.Identity!;
        var emailClaim = identity.FindFirst(ClaimTypes.Email);

        if (emailClaim != null && !IsAuthorizedToViewPii(principal))
        {
            // Mask the email: john.doe@example.com -> j***@example.com
            var parts = emailClaim.Value.Split('@');
            var masked = $"{parts[0][0]}***@{parts[1]}";

            identity.RemoveClaim(emailClaim);
            identity.AddClaim(new Claim(ClaimTypes.Email, masked));
        }

        return Task.FromResult(principal);
    }

    private bool IsAuthorizedToViewPii(ClaimsPrincipal user)
        => user.HasClaim("permission", "view_pii");
}

Data Minimization Strategies

Beyond masking, data minimization involves:

  1. Scope Restriction: Use your existing knowledge of Scopes (from Lesson 3) to ensure tokens only contain claims relevant to the requested scope. Do not include address or phone number claims unless the profile or pii scope is explicitly requested.
  2. Claim Projection: When mapping identity objects to DTOs for your APIs, project only the required fields. Never return the entire User object from your database directly to the frontend.

By handling these transformations at the identity layer, you ensure that even if an API is compromised, the leaked data is already minimized and obfuscated.

Key Takeaway: Protect user privacy by sanitizing PII in the identity layer and enforcing strict claim minimization based on the user's authorization context.
